探索创新 稳中求进——国际公司2013年国际经营回顾

2013年对于国际公司海外经营而言,是充满挑战的一年,也是富于探索的一年:
    首先,欧美不断运用政治外交手腕干扰中国及周边国家的睦邻友好关系及经贸合作,中国水电在东南亚、中东、南美、东欧等市场的项目合作上都不同程度的受到干扰;
    其次,国际工程承包市场竞争进一步升温,生存空间被不断压缩,2013年ENR全球最大国际和全球工程承包商排行榜自1991年以来首次从225家增至250家,中国企业海外经营面临巨大压力;
    第三,国际公司为进一步冲破经营增长的“天花板”进行了较大的战略深化优化和结构调整,对公司快速适应变化按计划有序推进业务提出高要求。
    尽管遭遇上述内部和外部的多种压力和考验,国际公司在2013年,坚持深入贯彻落实集团、股份公司国际业务优先发展战略,通过努力改进不足、积极与国际对标、完善管理制度和机制,不断协调、适应集中与自主营销相结合的新模式,主动出击、攻坚克难,实现了国际业务的平稳增长。
    一、经营业绩平稳增长
    全年,国际公司新签合同额约人民币671亿元,同比增长31.59%,新签合同150个主要分布在世界44个国家。国际公司对股份公司2013年国际业务新签合同总额的贡献率达到92.14%;国际公司合同存量占股份公司国际业务合同总存量的86.05%,同比增长7.2%。
    2013年,中国水电国际业务营业收入同比增长5.23%,其中,国际公司营业收入占股份公司国际业务总营业收入的70.18%;利润占股份公司国际业务利润总额的23.69%。
    二、市场网络不断扩展
    2013年,中国水电新增吉尔吉斯斯坦、乌干达、尼日利亚、布隆迪、卢旺达、纳**亚、马拉维、玻利维亚及马其顿等9个新国别市场。至2013年底,在全球72个国家有在建项目486个,在建项目总合同额超过425亿美元。2013年,中国水电承建的科特迪瓦苏布雷水电站项目、尼日利亚宗格鲁水电站项目、乌干达卡鲁玛水电站项目等十亿美元以上的重量级水电站项目先后开工实施,南苏丹罗赛雷斯大坝加高工程、巴基斯坦达瓦特及高摩赞水电站项目、赤几吉布洛水电站项目、马里费鲁水电站项目先后竣工为中国水电进一步巩固亚洲、非洲等传统市场奠定了良好基础。同时,中国水电在欧洲、东南亚、中东、拉美等高端发达市场更实现新的突破:2013年11月,中国水电签署马其顿两条高速公路总价8.7亿美元的总承包项目,这是中国-中东欧双边互利互惠合作框架下的第一个大型基建项目,也是迄今为止马其顿共和国对外授标的最大单项合同,是中国水电继波兰、波黑后,在欧洲市场取得的又一重大突破;2013年11月,中国水电中标新加坡地铁项目,是中国水电在新加坡市场、也是海外市场获得的第一个地铁总承包工程;2013年12月,中国水电中标玻利维亚公路项目,这是公司在该国别市场获得的首个项目,是在壁垒森严的南美市场实现发展的新里程。
    此外,中国水电在清洁能源建设领域上也有不俗表现:2013年11月,中国水电在中罗两国总理见证下签署罗马尼亚塔尼塔-拉普斯泰斯提抽水蓄能电站项目合作意向书;2013年12月,中国水电与英利集团联合签署阿尔及利亚太阳能光伏项目,获得中国企业目前在海外签署的最大太阳能EPC项目。
    随着业务拓展,2013年国际公司新设中国水电塞内加尔代表处等9个驻外机构。目前,在全球84个国家设立驻外机构113个(包括68个代表处、24个子公司、21个分公司),遍及亚、非、美、欧和大洋洲,基本形成了布局合理的全球营销网络。
    三、品牌形象良好提升
    2013年,在中国对外承包工程业整体业绩下滑的大形势下,国际公司有力的保持了中国水电的品牌优势,国际排名实现小幅提升。在ENR全球最大250家国际工程承包商榜单上,中国水电排名首次进入前20强,排在第20位,在全部上榜的中国企业中排名第2位。同时,在商务部最新公布的中国对外承包工程企业50强排名中,中国水电对外承包项目完成新签合同额和营业额双列第4位。
    为更好的扩大品牌影响,公司通过认真履行企业社会责任,诚信履约、造福当地,获得了良好的社会声望:2013年3月,巴基斯坦总统扎尔达里出席中国水电达瓦特大坝项目竣工仪式期间,对中国水电为当地经济社会发展做出的贡献表示慰问与感谢; 2013年10月3日,习近平主席在访问印度尼西亚期间特别举例中国水电承建的佳蒂格迪大坝项目,高度评价该项目为当地人民生产生活带来极大便利;2013年12月24日,公司接到塞内加尔河流域组织马南塔利能源管理公司的感谢信,对国际公司马里费鲁项目竣工、古伊娜项目顺利开工以及公司对马南塔利电站机组问题的无条件协助表示深切的感谢。
    通过积极参与社会公益事业、回报当地,公司为市场的深耕细作不断汇聚正能量:2013年6月,中国水电资助的首批18名安哥拉学生顺利毕业,并获得安哥拉当地多家媒体的报道,对中国水电在安哥拉积极履行社会责任予以好评;2013年11月,国际公司应股份公司要求认真开展了跨安哥拉多省市共7个场次的“中-安文化交流”演出活动,在积极发挥企业公共外交,推进中安两国友好关系的同时,也巩固了中国水电在安哥拉市场的优势地位。
    四、积极创新谋划图强
    2013年,国际公司践行十八大“以创新驱动发展”的先进理念,深刻分析自身短板与不足,通过严谨思考、探索创新,为公司发展出谋划策。
    一是通过市场调研及与国开行、口行、中信保、国内外金融机构座谈,在融资模式和项目模式上探索创新。如:在推动拉美及非洲市场项目期间,公司大胆创新融资结构,探索以卖方信贷与应收账款卖断相结合的方式解决卖贷项目资产负债的问题;在拉美等高端市场,公司通过积极与当地合作伙伴联合投标或小比例投资方式,盘活市场、分散风险;此外,在项目的运作上,公司积极尝试多边投资担保(MIGA)方式,降低风险,保障收益。
    二是参照国际通用规则,科学构建公司合规计划方案,通过编定管理制度、专设机构及人员、滚动宣贯,进一步提高国际公司与国际接轨并适应国际市场规则的意识和能力,提高公司海外反腐防腐的能力,有效促进公司健康发展并维护良好的国际形象和声誉。
    三是换位思考开展面向海外员工的人文关怀工作,通过出台新政策、完善员工薪酬及驻外管理等相关制度、向海外员工提供行李寄存服务及归国期间住行帮助、设立困难员工帮扶救助基金、设立专职工会副主席、成立女工委员会、按期召开职代会等方式,全方位、多角度地关注员工特别是海外员工在国内外的吃、住、行,关心他们在工作、生活上的想法和成长需求,超越时空拉近国内及海外员工的距离,促进团队建设,以强大的凝聚力抵御外部挑战。
    五、总结
    ENR在分析当前国际市场形势时指出,2013年很多大型国际工程承包商在萧条市场中保持了自身平稳,从一个侧面来说,归功于其在国际市场上不断推陈出新、试水尝鲜,寻找“蓝海”市场也以更灵活、更有效的模式获取成功。因此,要在激烈的国际经营中保持优势、向海外高端市场进军,努力探索创新、开辟新的增长空间是国际公司未来长期的行动方向。2014年,国际公司将进一步适应集团两级总部整合后的新制度、新机制,顺势有为,为集团国际事业稳步推进并最终成为质量效益型世界一流综合建设集团,贡献重要力量。
